History

The Arsenal is the third vehicle in the Kortezh motorcade fleet alongside the Senat limousine and Komendant SUV, developed by NAMI from 2013 onwards for VIP security and support roles. It was revealed publicly in 2018 together with the rest of the Kortezh line. Production is extremely limited — reportedly capped at around 100 units total — and is carried out at NAMI's Moscow facility rather than the Yelabuga civilian plant.

The van shares the line's 4.4-litre twin-turbo V8 hybrid powertrain (598 hp). At 5,980 mm long and 3,550 mm of wheelbase the Arsenal is exceptionally large for a minivan, and its armoured weight of approximately 4,950 kg places it firmly in the category of specialised state vehicles. Civilian availability has not been confirmed; the model is treated primarily as a governmental fleet asset.
